This bill would expand the scope of facilities eligible for Defense Access Road (DAR) program funds to include air and sea ports, and it would build upon efforts in the FY2019 National Defense Authorization Act to give the DAR program authority to address risks posed to defense access roads from sea level rise and flooding.

WHY WE LIKE IT

Flooding on military bases jeopardizes military readiness by impacting personnel access to base. In fact, A recent DoD Screening Level Vulnerability Assessment Survey indicated that 931 military bases were impacted by flooding (706 of those bases experienced non storm-surge flooding; 225 bases experienced storm-surge flooding).

This bill would strengthen the DAR program to ensure that soldiers and personnel can access bases to train, perform routine maintenance and potentially, deploy, 365 days-a-year.
