This bill would require federal preparedness actions to be coordinated with states and localities to prevent gaps in recovery efforts. It would build on 9 recommendations from the Government Accountability Office (GAO) to improve contract management systems at the Federal Emergency Management Agency (FEMA) and would require regular updates on implementation to Congress to improve accountability.

WHY WE LIKE IT

GAO identified a number of issues with FEMA’s advance contracts process, including limitations in the use of some advance contracts, the provision of incomplete information to congressional committees, and a lack of coordination with states and localities on their use. The FACE Act would ensure that these issues are remedied in a timely and efficient manner to ensure the government is better prepared to meet the needs of citizens after a disaster.
