This bill would establish a Chief Resilience Officer in the White House to coordinate a new, whole-of-government National Climate Adaptation and Resilience Strategy. This strategy would articulate a vision for how the federal government will prepare for the effects of flooding and extreme weather, and ensure policies and resources equitably support historically underserved, frontline communities. This bill would also establish federal interagency resilience Working Groups and a non-federal Partners Council to support the development of the strategy and strengthen coordination on resilience between federal agencies, state, local, Tribal, and territorial governments, non-governmental organizations, academics, and the private sector.

Passage of the bipartisan National Climate Adaptation and Resilience Strategy Act would demonstrate a national commitment in response to flooding and extreme weather. Designating a Chief Resilience Officer to lead the nation’s work in building a unified strategic vision for addressing flooding is momentous and deeply needed. This bill would support streamlined coordination across federal agencies and ensure vulnerable and historically disadvantaged communities have the resources they need to adapt and thrive.
